§ 15.32.130. Sign illumination.

  • The light from any light source intended to illuminate a sign shall be shaded, shielded, dimmed and directed whereby the light intensity and brightness shall not adversely affect surrounding and facing premises, or adversely affect safe vision of pedestrians and operators of vehicles moving on public and private streets, driveways and parking areas. There should be no direct glare onto adjoining properties or in the eyes of motorists and pedestrians. Electronic signs shall display a static message for no less than eight (8) seconds for all signs except message boards which shall display for no less than two (2) seconds. Electronic signs shall not utilize animation; neither shall the transition from one message to another be animated. Electronic features of monument and portable signs are permissible providing said sign is located fully within the setbacks as prescribed in the City of Hobbs Major Thoroughfare Plan.
